Modeling Staffing Needs
Some local government services (e.g., library and parks and recreation services) are provided from a number of locations. In assessing staffing needs at each location we consider the role of each location in providing services (a central library, for example, plays a different role than a branch library or reading room) and the demand for services at each location. We then develop staffing models to ensure that scarce resources are appropriately allocated to each location and to provide a tool for reallocating resources as the demand for services changes.
